Goldey-Beacom College Names Dr. Toni Castillo Vice President for Operations and Planning

Wilmington, DE (05/13/2026) — Goldey-Beacom College (GBC) has appointed Dr. Toni Castillo as Vice President for Operations and Planning, effective May 11, 2026.

In this senior leadership role, Dr. Castillo will lead and integrate the College's operational and planning functions to ensure that people, systems, and resources are aligned with institutional strategy and student success. Her position is designed to connect long-term planning with day-to-day execution across the institution.

"Dr. Castillo brings a remarkable breadth of leadership experience across higher education and nonprofit organizations," said Goldey-Beacom College President Dr. Colleen Perry Keith. "Her ability to align operational strategy with student success initiatives will be invaluable as we continue to strengthen the College's systems, support our students, and position Goldey-Beacom for future growth."

Dr. Castillo is a senior higher education executive with more than two decades of experience leading campus operations, academic administration, and student success initiatives across private, public, nonprofit, and for-profit educational settings.

She most recently served as Campus Director at Jersey College in Jenkintown, Pennsylvania, where she held full responsibility for campus operations, regulatory compliance, student services, retention and placement activities, and an operating budget of approximately $16.8 million. In that role, she successfully launched a new campus, growing enrollment from an initial cohort to nearly 400 students while expanding clinical partnerships and achieving successful accreditation outcomes.

Earlier in her career, Dr. Castillo served as Executive Director of U.S. Site Management at Embry-Riddle Aeronautical University, where she oversaw operations for 18,000 students across more than 80 domestic campus locations. She worked closely with site directors and central administration on scheduling, academic support, military and VA compliance, and budget management, contributing to a successful multi-site Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) reaffirmation and the development of operational strategies and performance metrics supporting student success.

Her additional leadership roles include Associate Dean at Keiser University, Executive Director of the Celebration Center at Stetson University, and Campus Director at Southern Technical College, where she led initiatives focused on academic oversight, workforce-aligned programming, student retention, and successful accreditation efforts.

Beyond higher education, Dr. Castillo also served as Chief Relationship Officer for the Girl Scouts of Citrus Council, providing executive oversight for a multi-million-dollar nonprofit organization. In that role, she led strategic planning, fund development, partnership cultivation, and organizational culture initiatives designed to strengthen long-term financial sustainability.

Dr. Castillo holds a Doctor of Education in Leadership in Higher Education from Northcentral University, a Master of Education in Educational Leadership from Stetson University, and a Bachelor of Arts in Literature/Education from the University of Houston.
